The Expeditionary Capabilities Consortium (ECC), formerly called the Urban Operations Laboratory (UOL), operates at Kansas State University (KSU) in partnership M2 Technologies, Inc. (M2) to develop new, environmentally acceptable technologies that give U.S. military forces the advantage. The ECC focuses on non-lethal capabilities that minimize collateral damage to non-combatants and the environment and addresses urgent needs of U.S. military in Iraq and Afghanistan. The United States Marine Corps Program Executive Officer, Land Systems (PEO, Land Systems) serves as the primary sponsor for the ECC. Teams of faculty, students, and military experts carry out projects in six focus areas. This provides the right mix of technical and on-the-ground military experience to conceive and develop valuable products and field prototypes for use in the real world. M2 Technologies, Inc. is a woman-owned small business specializing in providing fiscally responsible, environmentally friendly, and non-lethal solutions that enhance U.S. National Security. Kansas State University has a long history of teaching, research, service, and being a national leader in many areas of study. KSU conducts more than $150 Million worth of research annually, including topics of interest to the U.S. Department of Defense and Homeland Security.
